i recently found, what looks to be r1q2 telling me that my refresh rate is too low and can be set higher
the thing is, my monitor cant support anything more than the refresh rate i currently use at this resolution

you cant be telling people that they can do this when they cant, it will ruin there monitors

Why don't you support your claim by telling which brand, type and revision of monitor you have?

its a CRT Viewsonic G90f, 1280x1024x32@85
using latest known drivers for it

R1GL only tells you what your monitor can support based on what Windows reports it can. Either you have disabled the 'hide unsupported modes' feature in the display control panel or are using incorrect monitor .inf files which are misreporting the available refresh rates.
